Hydraulic Hardline Piping

The Naval Surface Warfare Center Carderock Division is seeking a one-year firm-fixed-price contract, with an option to extend for an additional year, to supply and install non-welded steel hydraulic piping in Buildings 19 and 60 in West Bethesda, Maryland. The piping system will connect existing and planned MTS hydraulic power units with hydraulic testing systems to enable fluid pressure transmission at up to 3,000 psi and 180 GPM, supporting concurrent operation of multiple test setups. All work must align with the approved drawings in Enclosure 1, “NSWCCD 60-19 Hardline Piping Plan RV3,” and adhere to MTS specifications for materials, connections, and performance. The contract is structured as a total small business set-aside under FAR 19.5, with no individual pricing provided in the solicitation; offerors must submit detailed cost proposals via a required Excel template, with award determined under the lowest price technically acceptable (LPTA) method. The successful vendor must begin performance within 15 days of the Notice to Proceed and complete all work within 365 days, with delivery and performance occurring at the specified FOB destination in Bethesda, Maryland. Compliance with cybersecurity requirements is mandatory, including adherence to the Cybersecurity Maturity Model Certification (CMMC) framework for systems handling Federal Contract Information or Controlled Unclassified Information. Contractors must maintain an active CMMC status in the Supplier Performance Risk System, flow down relevant clauses to subcontractors, and submit self-assessments where third-party assessments are not available. The contract incorporates multiple FAR and DFARS clauses covering payment processing via Wide Area WorkFlow, inspection and acceptance at the delivery site, prohibitions on contractor confidentiality agreements, System for Award Management registration and maintenance, and whistleblower protections. No packaging, preservation, or marking standards are specified for physical deliverables, and invoicing must be conducted exclusively through WAWF. Proposal submissions must be electronic via the PIEE Solicitation Module in two volumes: one containing a completed Excel price form and the other a technical narrative not exceeding two pages. The offeror must be registered in SAM.gov with a valid UEI and CAGE code, and any affirmative responses regarding covered defense telecommunications equipment require additional disclosures under DFARS 252.204-7017. A complete set of technical and pricing submissions is required for consideration, with no trade-offs permitted between cost and technical acceptability.
