Hypori Server/Client software licenses

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the DHA, Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE) to procure 3 Server software licenses and 50 client licenses as prescribed in FAR 13.106-1(b)(1)(i). Specifically, the Government will procure this software manufactured by Hypori Inc. Hypori Inc. is the sole source provider of this software with no certified resellers. Hypori is the only vendor that can meet the Government's requirement since these mobile applications enable secure storage of data on an enterprise application server that resides on the backend server inside its hosting environment. This enables application developers to create applications that stay in a secure environment and work on multiple mobile platforms. Since all of the data is secured by the hosting environment and not on the direct computing device where a user enters data, all of the data remains secure on the hosting environment. This process eliminates risks associated with malware, reverse engineering, and theft by moving everything that's important to the virtual mobile environment. In accordance with FAR 13.106-1(b)(1)(i), Hypori is the sole source for satisfying this requirement. The capabilities being satisfied by this requirement can only be satisfied by Hypori's unique functions and security abilities. Research has identified that only Hypori has this unique capability and is the only vendor able to provide these functions. Hypori also does not have any authorized resellers that sell their products. The North American Industry Classification System (NAICS) for this requirement is 541511 and FSC 7030. Proposed solicitation number: W81XWH-16-T-0219. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
