I-280 Comprehensive Multimodal Corridor Plan

The Santa Clara Valley Transportation Authority (VTA) is soliciting proposals under RFP S26117 for the I-280 Comprehensive Multimodal Corridor Plan (CMCP). The project aims to update the October 2017 I-280 Corridor Study to identify transportation improvements along the I-280 corridor in Santa Clara County. The primary objectives are to expand active transportation facilities, relieve congestion, improve operations, and enhance safety, while ensuring that the proposed improvements do not increase Vehicle Miles Traveled (VMT). The selected contractor will provide engineering services to deliver technical memoranda, VMT analysis, and a final CMCP consistent with California Transportation Commission guidelines and Caltrans and FHWA standards. The contract has a primary performance period of six months, with a VTA option to extend for an additional six months. Award is based on a best-value ranking of technical evaluations, with cost negotiations occurring only with the highest-ranked proposer. Evaluation preferences include additional points for local firm participation and a business development program targeting Small Business Enterprises (SBEs) and Disadvantaged Business Enterprises (DBEs). Key deliverables include a base year validation, a list of net-zero VMT projects, and final board materials. The contractor must maintain a Quality Management Plan meeting VTA standards and adhere to strict invoicing requirements, including detailed personnel timesheets and a mandatory certification statement.
