IBS-CUS IDIQ Contract

The Air Force Life Cycle Management Center (AFLCMC/C3IBK) has awarded a sole-source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to L3Harris Technologies Integrated Systems L.P. for the sustainment and modernization of the Integrated Broadcast Service (IBS) Common Interactive Broadcast (CIB) Uplink Site (CUS) program. This mission-essential C2ISR effort supports the United States Government and Collaborating Nations through program management, engineering, on-site support, hardware and software upgrades, and configuration management. The contract is issued under the authority of FAR 6.302-1, as L3Harris is the original equipment manufacturer with unique proprietary knowledge and access to government furnished property, making them the only responsible source capable of preventing unacceptable mission failure. The period of performance begins March 1, 2026, and runs through February 28, 2031, consisting of a one-year base period and four one-year options, with potential six-month extensions on task orders. Performance is primarily based in Greenville, Texas, with additional on-site support at Robins Air Force Base, Georgia, and other designated government sites. Due to the sensitivity of the national defense mission, all personnel and facilities must maintain Top Secret/Sensitive Compartmented Information (TS/SCI) clearances. The contract utilizes a mix of Firm-Fixed Price, Cost-Plus Fixed-Fee, and Cost Reimbursement-No-Fee CLINs, funded through Operation and Maintenance, Research, Development, Test and Evaluation, and Procurement accounts.
