Amendment 02 extends the deadlines and answers one question. The deadline is now extended from 10 AM Monday April 23 to now be 2 PM Thursday April 26. . Q I am hoping that you can help me understand the "RFP Questions", which section L.2.9. indicates was due by 10:00 AM yesterday. Can you point me to where these questions are in the electronic documents? Also, since it seems that we missed this deadline, does this mean that we would be unable to submit a proposal? A. Section L.1.5 on page 48 of 75 of the original solicitation (advertisement) HHM402-15-R-0051 requires all questions to be submitted via email. That is to ensure all interested vendors receive the same information and there is no unintentional favoritism. The questions and answers received by the question deadline of April 17 are now attached in Amendment 02, as an electronic document. Previously I had posted the questions and answers directly on FedBizOpps. The deadline for questions, see section L.2.9. on page 49 of 75 of HHM402-18-R-0051, was April 17. That is separate from the deadline for proposals and receipt of the past performance questionnaires. Anyone interested does not need to submit a question in order to propose. Amendment 02 also extends the deadline for proposal submission and for the submission of past performance questionnaires. That new deadline is 2 PM Thursday April 26. Section L, which begins on page 48 of 75, contains all the instructions as to what to submit for your proposal. Section L.2.6. with its directive of using three electronic files and Section L.3.2. on the contents and page counts.

The Defense Intelligence Agency has issued a special notice to announce the consolidation of security service requirements into a single Blanket Purchase Agreement under the Strategic Security Services (S3) BPA, justified under FAR 7.107-3(b) to enhance operational efficiency and align with evolving mission priorities. This bundling initiative consolidates multiple discrete requirements into one integrated vehicle to deliver comprehensive, multi-disciplined security solutions adaptable to dynamic threats across all DIA operational environments, including CONUS onsite, CONUS offsite, and OCONUS locations. Core services include police operations, information and personnel security, insider threat mitigation, firearms and canine team support, polygraph services, and program management, all requiring personnel with TS/SCI clearances and CI polygraph clearance as mandatory Go/No-Go criteria. The effort supports strict compliance with classified handling protocols and Controlled Unclassified Information protection standards, ensuring alignment with NIST SP 800-53 for security assessments and deliverables. The contract has a five-year potential duration, commencing approximately September 1, 2026, with a one-year base period, four one-year options, and a potential six-month extension, for a total of 60 months plus additional flexibility. A mandatory small business participation commitment is embedded to fulfill socioeconomic objectives while maintaining the agency’s zero-fail security posture. All call orders will define their own acceptance criteria, deliverables, and contract types, ensuring flexibility in execution without compromising control. The procurement is conducted under NAICS code 928110 with additional qualifying codes, administered by the Virginia Contracting Activity, and the solicitation number is DF-0001-26. The total contract value is redacted, and no specific packaging, inspection, or payment details are provided beyond the overarching framework of integrated, cleared labor support tied to mission-critical security delivery.
