NASA Goddard Space Flight Center has awarded a non-competitive, cost-plus award-fee contract to Northrop Grumman Systems Corporation for the Ice, Cloud, and land Elevation-2 (ICESat-2) Mission Operations Center Support. With a total value of 33,348,387 dollars, the agreement consists of a nine-month base period and four one-year options, spanning a total period of performance from February 14 through November 14, 2026. The work is performed at the contractor's facility in Dulles, Virginia, and was awarded as a sole-source contract due to Northrop Grumman's unique qualifications as the original developer, which minimizes technical risks and duplication of costs. Under this follow-on contract, Northrop Grumman provides critical mission operations including commanding, mission planning, data processing and analysis, and orbit and attitude determination and control. Additional responsibilities include flight software maintenance, Solid State Recorder management, anomaly resolution, and the delivery of science and engineering data products. These efforts support the ICESat-2 mission, launched in 2018, which enables scientists to study climate change impacts on the world's frozen regions, with all resulting data managed by the NASA National Snow and Ice Data Center Distributed Active Archive Center.

HYDROSPHERE, BIOSPHERE, & GEOPHYSICS (HBG) SUPPORT SERVICES II - FINAL REQUEST FOR PROPOSAL (FRFP)
Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.
