IDAS System Operations, Licensing Renewal, and Maintenance

The FDA Office of Acquisitions and Grants Services, under the Department of Health and Human Services, is conducting market research for the Integrated Digital Asset System (IDAS) operations, licensing renewals, and maintenance to ensure continued operational effectiveness over a 12-month period. The effort is a Total Small Business Set-Aside under FAR 19.5 and falls under NAICS code 541519, targeting small businesses to provide essential services including software license renewals, maintenance, and targeted development improvements. Key deliverables encompass reactivation and annual maintenance of 14 BarTender Enterprise printer licenses and one application license, alongside the addition of two new printer licenses, as well as licensing and maintenance support for ItemWare software covering up to 10,000 laboratory assets and 100 networked IP/Edge devices. Software enhancements for ItemWare include Batch Tag Printing, Batch Archiving, Report Improvements, and Item Count Display, with an optional 50 hours of additional software support. On-site hardware preventative maintenance is required, including a minimum of one visit per year to each of the four OPQR laboratory locations, involving inspection, calibration, servicing, and corrective repairs. Acceptance of deliverables is contingent upon documented proof of license reactivations, maintenance renewals, written confirmation and demonstrations of software enhancements, and detailed reports summarizing hardware maintenance activities and corrective actions. The Contracting Officer’s Representative will oversee technical support and may approve schedule adjustments by mutual agreement.
