The Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) is seeking input for research and development projects aimed at enhancing the safety and reliability of the Nation's pipelines. Traditionally, research gaps are identified during public events, which are limited by attendee availability and accessibility. To overcome these challenges, PHMSA is using a Special Notice to solicit research ideas on a continuous basis, allowing for broader participation from a diverse range of stakeholders. This ongoing input will help compile a comprehensive set of research ideas that can inform future solicitations and funding decisions. The solicitation, titled "Identifying Pipeline Safety Research Gaps" (Solicitation Number 693JK319SN0001), was posted on February 25, 2021, under NAICS code 541715. Full Description

The Department of Transportation's (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) sponsors Research & Development (R&D) projects focused on providing technological and knowledge solutions that will increase the safety and reliability of the Nation's pipelines. Historically, research gaps are identified and road mapped at public events, held periodically as funding and program actions allow. Although hundreds of attendees usually participate at each event, many stakeholders cannot attend since they either don't have the means or availability. PHMSA is using this Special Notice to solicit research ideas on a year-round basis to reach the widest set of stakeholders and identify a larger more diverse portfolio of research. The input from this Special Notice will also generate a pool of research ideas for potential future research solicitations.

The Army Contracting Command – Detroit Arsenal (ACC-DTA) Commercial Solutions Opening (CSO), solicitation W912CH-26-S-0001, serves as a rapid-acquisition gateway to transition cutting-edge commercial technologies into active defense programs. This vehicle supports a diverse customer base, including the Intelligence and Security Command (INSCOM) and six Portfolio Acquisition Executives, focusing on the development, integration, and sustainment of ground vehicle systems to enhance Army modernization and readiness. The CSO utilizes a streamlined, merit-based, multi-phased evaluation process consisting of solution briefs, presentations, and commercial solution proposals. Awards may be issued through 2028 as FAR Part 12 contracts or non-FAR agreements, such as Other Transaction Authority (OTA) and Cooperative Agreements. The solicitation is organized around various Areas of Interest (AoI) that address critical military needs. Key initiatives include the FALCONS prototype effort for long-range reconnaissance sensors with funding ceilings between 24 million and 30 million dollars, the TIGER Readiness and Hackathon programs for Abrams Main Battle Tank engine supply chain resilience, and requirements for Counter-Unmanned Aircraft Systems (C-UAS) detection, Mobile Camouflage Systems, and Light Tactical Trailer Heavy Chassis. Technical evaluations focus on mission viability and prototype execution, while price proposals are assessed for affordability. To be eligible for award, companies must be registered in the System for Award Management (SAM) with a Unique Entity ID and comply with the Buy American Act and Specialty Metals clauses.

Common Autonomous Multi-Domain Launcher (CAML)-Lite Prototype Effort
Solicitation # W50RAJ27CAML_LITE
The Common Autonomous Multi-Domain Launcher (CAML)-Lite Prototype Effort is a competitive procurement conducted under 10 U.S.C. section 4022 for the development of a mobile, optionally manned, autonomous launcher designed to increase survivability and reduce manned support for cross-domain fires. Managed by the Department of Defense, this effort utilizes Other Transaction Agreements (OTAs) and follows a two-phase structure. Phase 1 focuses on a government-sponsored prototype demonstration at Talisman Sabre 2027 in August 2027, with options for the government to acquire additional prototype units, new equipment training, and contractor logistics support. Phase 2 involves maturing selected solutions into a production-representative configuration integrated into a common CAML architecture. The procurement process begins with a Request for Solutions Brief to identify meritorious respondents, who will then be invited to submit a Request for Prototype Proposal. Key technical requirements include the use of a Modular Open Systems Approach (MOSA) to ensure interchangeable modules and common interfaces. Performers are required to assume full responsibility for international logistics and compliance for the Phase 1 demonstration and must adhere to minimum Right to Repair requirements as a condition of award. Selection for Phase 1 is based on the feasibility of the maturation path and the technical soundness of the approach, while subsequent option exercises will prioritize speed of delivery, technical performance, property rights, and the right to repair. Phase 1 OTA awards are expected by December 18, 2026, with a firm-fixed-price payment structure split between award and demonstration completion.

Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.
