The intent of this notice is to identify the qualified, experienced, and interested offerors capable of performing the type of work as described herein for information and planning purposes.



The information received will be utilized within the Navy to facilitate the planning and decision-making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information requests. In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 15.101(c)(2), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.



GENERAL INFORMATION:



The Naval Facilities Engineering Systems Command (NAVFAC) Far East (FE) intends to issue a solicitation for a Firm-Fixed-Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The scope of work is to provide a Preventive Maintenance Program and Emergency/Unscheduled/Routine (E/U/R) Services for Roll-Up Doors, Sliding Doors, Sliding Gates, and Automatic Doors Systems at U.S. Commander Fleet Activities Yokosuka (CFAY), Japan. This requirement will be executed via a combination contract consisting of both Recurring Work and Non-Recurring Work items.



This is a Sources Sought announcement for the PURPOSES OF MARKET RESEARCH ONLY in accordance with RFO Part 10. The information received will be utilized within the Navy to facilitate the planning and decision-making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.



This notice does NOT constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). In accordance with RFO 15.101(c)(2), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.



The NAVFAC Far East Contract Execution Team is seeking information to identify qualified, experienced, and interested business firms capable of performing the door and gate maintenance and repair services described above.

CONTRACTOR LICENSING REQUIREMENTS: 



Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. 



STATUS OF FORCES AGREEMENT:



The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract for this requirement; however, the U.S. Government may consider designating eligible employee(s) as “Members of the Civilian Component” under Article I(b) of the SOFA.



SUBMISSION REQUIREMENTS:



Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled “Sources Sought – Contractor Information Form (Sources_Sought Form_N40084-27-Q-0400)” with reference to " IDIQ Preventive Maintenance and E/U/R Services for Doors and Gates, CFAY Japan" on purveying for more of your detailed information to the GOV.


The following information shall be provided:


1) Contractor Information: Provide your firm’s contact information including Unique Entity ID and NCAGE code if you have registered in SAM.gov.


2) Qualifications for Conducting Business in Japan


3) Locations: Identify the locations in which you are willing and capable to work.


4) Subcontractors: If known, provide subcontractor partnerships (Optional)


Respondents will not be notified of the results of the Navy’s market research.  NAVFAC FE will utilize the information for acquisition planning purposes.  All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
