Description:
The 375th Contracting Squadron at Scott Air Force Base, IL, is issuing this Request for Quotation (RFQ) for full-service maintenance, repair, and inspection of Vertical Transportation Equipment (VTE) units across the installation.
The contractor shall provide all personnel, equipment, specialized tools, materials, supervision, and non-personal services necessary to ensure continuous, safe, and reliable operation of the VTE. Performance must be executed in strict accordance with the attached Performance Work Statement (PWS) and stringent industry standards, specifically ASME A17.1 (Safety Code for Elevators and Escalators).

Evaluation Methodology:
Award will be made on a Best Value Tradeoff basis considering Technical Acceptability, Past Performance, and Price. The evaluation will be conducted sequentially: all quotes will first be evaluated for Technical acceptability on an Acceptable/Unacceptable basis. All technically acceptable offerors will then receive a full Past Performance evaluation. For the final tradeoff decision, Past Performance is considered significantly more important than Technical and Price combined.
