Rosemary Solar and Energy Storage System Complex
Solicitation # 2024110253
The Rosemary Solar and Energy Storage System Complex project involves the construction, operation, and eventual decommissioning of a 140-megawatt photovoltaic solar and battery energy storage facility in unincorporated Fresno County, California. Spanning approximately 1,172 to 1,212 acres of agricultural land, the project includes three interconnected generation sites, an on-site substation, and a generation-tie line of up to 2 miles connecting to the PG&E Crescent Substation. Additional infrastructure improvements include the reconductoring of 5 linear miles of the PG&E Helm to Crescent 70 kV transmission line and the raising of a portion of the Crescent Switching Station-Schildner 70 kV power line. The project has undergone a comprehensive environmental review process under CEQA, resulting in a Final Environmental Impact Report and a Notice of Determination certifying that the project will not have a significant environmental effect, provided that adopted mitigation measures and monitoring plans are implemented. Key regulatory considerations include the protection of special-status species, such as the Fresno kangaroo rat and blunt-nosed leopard lizard, and compliance with flood control permits and hazardous waste packaging and labeling regulations. The project received approval from the Fresno County Department of Public Works and Planning on May 21, 2026, and from the Westlands Water District on July 21, 2026, with the latter agreeing to provide construction water for up to two years.

Request for Qualifications for Solar, Wind, Battery Storage, Microgrids, and other Clean Energy Technologies
Solicitation # 0000040569
The California Department of General Services is seeking to establish a Qualified Vendors Pool of energy service providers to design, install, operate, and maintain clean-energy systems, including solar, wind, battery storage, and microgrids, on state-owned properties. This initiative utilizes a third-party financing model where selected vendors provide turnkey solutions with no upfront capital requirements from the state. Projects will be governed by long-term Site Lease Agreements and Power Purchase Agreements spanning twenty to twenty-five years, with electricity priced at a fixed rate per kilowatt hour. Qualified vendors will be eligible to bid on subsequent Requests for Proposals for specific installations across a diverse geographic range in California. To qualify for the pool, respondents must pass a comprehensive evaluation on a pass/fail basis, which includes a review of completeness and verification of submitted information. Mandatory requirements include providing evidence of adequate bonding capacity, creditworthiness from recognized rating agencies, and a commitment letter from financing partners. Vendors must hold active California registration and appropriate licensing, such as C-10 Electrical or C-46 Solar licenses, and must comply with the Darfur Contracting Act. Responses, including a Statement of Qualifications and required certifications, must be submitted by December 23, 2026.

CaleProcure (Ca State Contracts Register) Event ID: 0000037477
Bid Log: Invitation for Bid (IFB) #2025-13 Title: Platform Holly Caretaker Maintenance & Oversight Services Project Location: Platform Holly, located in the Santa Barbara Channel, two miles from Coal Oil Point, in Santa Barbara County, California. Offers Due: February 11, 2026
NOTICE TO PROSPECTIVE BIDDERS Platform Holly stands in 211 feet (64 m) of water approximately two miles (3.2 km) southwest of Coal Oil Point (34°23'23.7"N 119°54'22.5"W). The platform was installed in 1965 and, until 2015, produced oil and gas from the South Ellwood Oil Field which was transported via subsea pipelines, to an onshore facility for processing and downstream transport to market.
The platform was shut-in after the 2015 Refugio Oil spill near Gaviota and, since 2017, has been under the control of the State of California through the Commission. The Commission has plugged and abandoned the platform's 30 wells, including removing the conductor casing, and plans to decommission the platform sometime after 2025.
In the interim, the Commission is hardening the platform to eliminate regular staffing needs by decoupling the platform from any shore-based utilities or power, removing oil production equipment, eliminating sources of spill risk, and installing solar power, security monitoring equipment, and navigation hazard avoidance equipment. This work is currently being performed by ExxonMobil and will be completed by Fall 2024. After hardening is complete, a caretaker period will begin. This will involve routine platform visits and remote monitoring to prevent trespass and ensure navigation safety systems remain operational. Purpose and Description of Services: The purpose of this contract is to provide a contractor to provide caretaker services for Platform Holly after hardening is complete.
