IFB Maintenance 26-42004-000 Asbestos, Lead, and Mold Abatement Services

The contractor is required to provide comprehensive asbestos, lead, and mold abatement services for the California Department of State Hospitals – Napa, including all personnel, labor at prevailing wage rates, tools, equipment, vehicles, insurance, and incidentals necessary to perform mobilization, testing, removal, hauling, transportation, and disposal of hazardous materials. Work must be conducted Monday through Friday from 7:30 a.m. to 4:00 p.m. and is governed by strict compliance with CAL-OSHA, EPA 40 CFR Part 61 Subpart M, 29 CFR 1926.1101, NESHAP, and other state and federal regulations. All asbestos waste must be contained in leak-tight, lockable, and properly labeled containers bearing five required elements: hazardous waste warning, generator information, location details, manifest number, and date of generation; on-site storage is limited to 90 days and overnight storage is prohibited. Transportation must be conducted by DOT-compliant vehicles operated by registered waste carriers. The contract has a fixed-price structure with an estimated maximum value of $3,000,000 and a performance period from September 1, 2026, through August 31, 2029, with work to be completed by the termination date. All bidders must submit a complete package including 17 mandatory attachments such as certification of small business or disabled veteran business enterprise status, insurance documentation, labor law compliance, prevailing wage acknowledgment, non-collusion declarations, and privacy/security certifications. Evaluation is conducted under a lowest price technically acceptable (LPTA) methodology, where responsiveness and responsibility are pass/fail criteria, and award is made to the lowest-priced bidder meeting all requirements after applying a 5% small business preference and a 1% to 5% disabled veteran business enterprise incentive. The contractor must designate a security officer for handling Department of State Hospitals personal and confidential information, ensure all employees are trained and certified in privacy protocols, and comply with CCPA and NIST SP 800-88 data disposal standards; unauthorized removal or use of confidential data is strictly prohibited.
