IFB-MNT27-15 Multiple Award Towing Services

Omnitrans is soliciting bids for Multiple Award Towing Services to provide 24/7/365 support for its fleet of buses and support vehicles across two facilities in the San Bernardino Valley. The contract consists of a three-year base period with two optional one-year extensions. Awards will be granted to the lowest, responsive, and responsible bidders to ensure operational reliability. The scope of work includes standard towing for passenger cars and light-duty trucks, as well as specialized transport for 40-foot buses using Landoll equipment and 60-foot articulated buses following manufacturer procedures. Contractors must adhere to a strict one-hour response time and ensure all drivers possess a Class A Commercial License and valid medical cards. Bidders must submit electronic proposals by October 23, 2026, including a detailed cost file and certifications regarding the Buy America Act and federal lobbying restrictions. Performance will be evaluated based on equipment reliability, safety compliance, service quality, and the accuracy of damage documentation using the Omnitrans O.D.R. form. Payment terms are set at thirty calendar days following invoice approval, and prime contractors must issue payments to subcontractors within seven days per 49 CFR 26.29. All contractors must comply with a 5 M.P.H. speed limit on Omnitrans properties and maintain comprehensive insurance coverage as a condition of the award.
