IFPQ Certified SB/MB or DVBE only* Multi-Provider Weed Abatement Services in San Bernardino and Riverside Counties

The California Department of Transportation (Caltrans) is seeking qualified contractors to provide routine and non-routine weed abatement services across Riverside and San Bernardino Counties under Agreement No. 08A3966, issued as an Invitation for Price Quote (IFPQ) and open exclusively to IFPQ-certified Small Business, Minority Business, or Disabled Veteran Business Enterprise (SB/MB/DVBE) firms. The contract requires the selected contractor to furnish all labor, materials, equipment, permits, licenses, disposal fees, tools, travel, and incidentals necessary to perform weed abatement across specified square footage and acreage ranges, including tractor disking, tractor mowing, hand mowing, weed eating, and edging, as well as non-routine work associated with each method. Performance is strictly tied to service requests issued on an as-needed basis, with no guarantees of quantity, and all work must be completed within the agreed-upon term starting June 10, 2026, or upon execution, with no service request extending beyond the agreement’s expiration. Subcontracting is expressly prohibited, and all work must be performed directly by the contractor. The award will be made to up to two of the lowest responsive and responsible bidders who submit complete, accurate, and technically compliant price quotes under a lowest-price-qualified framework. Proposals must be submitted via email by June 4, 2026, and must include mandatory forms such as the Price Quote Proposal (ADM-1412), Bid Certification (DOT ADM-1416), Civil Rights Certification (DOT ADM-0076), Darfur Contracting Act Certification (DOT ADM-0077), and a valid California DMV Motor Carrier Permit. Invoices must be submitted in triplicate with detailed documentation including service request numbers, dates of service, hourly rates, copies of service requests, descriptions of work performed, and certified payroll records; failure to submit the DOT ADM-3059 form with the final invoice will result in withholding of up to $10,000. Contractors must maintain general liability insurance of at least $1 million per occurrence and $2 million aggregate with Caltrans named as an additional insured, secure all state and local licenses, comply with prevailing wage obligations, and report utilization of small business and DVBE subcontractors through DOT ADM-3059.
