Project Engineering, Manufacturing, and Science Services (PEMSS)
Solicitation # 80ARC027R0001-ID
NASA Ames Research Center is seeking capability statements from potential sources to support its Project Engineering, Manufacturing, and Science Services (PEMSS) requirement, with a focus on market research to determine appropriate competition strategy and small business participation goals. The requirement supports a broad range of mission-critical activities including biosciences flight development, astrobiology, spaceflight projects, ground-based systems, and mission operations, with performance carried out through task orders under NFS 1852.216-80. Respondents must be primarily U.S. domestic entities capable of delivering innovative engineering, science, project management, manufacturing, and fabrication support without government-provided resources. The solicitation is not a request for proposals but a sources sought notice, with any future procurement expected to use NAICS code 541330 and a $25.5 million size standard, potentially as a small business set-aside based on feedback received. Industry stakeholders are encouraged to submit a maximum ten-page capability statement by August 20, 2026, to Tiffany Goodwin, including input on subcontracting goals, barriers to small business participation, and strategies to enhance involvement such as task segmentation or teaming arrangements. A Virtual Industry Day is scheduled for August 13, 2026, offering an overview of the requirement and draft performance work statement, though attendance is neither mandatory nor a factor in evaluation. Registration must be completed by August 10, 2026, and while the event will include Q&A, all questions outside the session must be submitted in writing via email using the provided template. No recordings or photo documentation are permitted. All responses become government property and may be shared publicly to facilitate teaming opportunities unless an opt-out request is included. NASA may use approved internal artificial intelligence tools solely for administrative organization and categorization of submissions, not for evaluation or decision-making. The draft PWS, labor category descriptions, and industry day Q&A spreadsheet are available for review, and any further updates will be posted as amendments on SAM.gov. Responses must reference solicitation number 80ARC027R0001-ID and be submitted electronically by the August 20 deadline.
