In-Vessel Composting System

Christopher Newport University is soliciting quotes for the manufacture, delivery, installation, and warranty of a commercial-scale, fully enclosed in-vessel composting system to be located in Newport News, Virginia. The system must be capable of processing at least 200 pounds of pre- and post-consumer organic waste per day, with a preferred range of 200 to 1,000 pounds. Technical requirements include a 304 stainless steel corrosion-resistant chamber, forced aeration, and temperature monitoring to maintain a thermophilic range of 55 to 70 degrees Celsius, achieving a volume reduction of 70 percent within a maximum processing time of 21 days. The award will be granted to the lowest responsive and responsible bidder, and partial bids will not be accepted. The selected contractor is responsible for the full scope of work, including equipment delivery, commissioning, startup services, and eight hours of onsite operator training. Key contractual obligations include providing a minimum 12-month warranty on parts and labor and adhering to Net 30 payment terms. Contractors must comply with the Commonwealth of Virginia’s Purchasing Manual, maintain specific insurance coverages—including 1 million dollars per occurrence for Commercial General Liability—and conduct national criminal history background checks on all personnel.
