The County of Riverside Purchasing Department on behalf of the Riverside County Sheriff’s Office (RSO)-Corrections Administrative Services Division is seeking proposals from qualified firms to provide Incarcerated Person Mail Services as described in this document. Background: RSO is the fourth largest in California, covering 7,300 square miles. The Corrections Division operates five adult facilities and houses approximately over 3,700 incarcerated individuals county-wide. Daily, incarcerated persons are permitted to send and receive unlimited letters in order to maintain communications with their families, legal representatives, friends, business associates, and government authorities. Regular correspondence, which is communication to or from incarcerated persons through letters, are inspected by facility mailroom staff. An ongoing challenge and security loophole that correctional facilities are faced with is mitigating contraband and secret communications via postal mail due to the advancement of concealment. The methods used to hide contraband and secret communications, combined with the volume of mail received daily, make it difficult to detect through physical inspection. Undetected contraband that are delivered to incarcerated persons present considerable health and safety concerns, not only to incarcerated persons but correctional facility staff as well. Although there are several pathways contraband drugs are entered into a facility, one primary entry point is the mailroom. Purpose: RSO is seeking proposals from qualified firms to provide mail processing services for incarcerated persons and the general public corresponding with them, to facilitate the secure and efficient handling of both physical mail and digital mail. Implementing a communication service designed to streamline and secure the exchange of written correspondence between incarcerated persons and their loved ones will help eliminate the flow of contraband drugs through mail and assist with public safety stakeholders to address Drug Trafficking, Sex Trafficking, Human Trafficking, Gun Violence, Homicide, Robbery, Transnational Gangs, and international narcotics and weapons proliferation. By helping to mitigate any contraband drugs from coming in through the mail RSO can reduce issues caused by drug exposures such as increased violence, treatment expenses from overdoses, and civil exposure from in custody deaths due to overdose. Also, by having better intel gathering capabilities, RSO will be able to identify drugs being smuggled into the facilities and be able to develop investigative leads which will lead to intercepting smuggled narcotics coming from sources other than the mail, as well as increased prosecution of those responsible.
