Increase in Processing and Transfer of Construction, Demolition and Inert Materials, California Waste Services-Downtown Los Angeles

California Waste Services is seeking to increase the processing and transfer capacity of construction, demolition, and inert materials at its Downtown Los Angeles facility located at 3720 Noakes Street. The project proposes raising the maximum throughput from 500 tons per day to 900 tons per day, with a rolling seven-day average of 765 tons per day. To support this expansion, the facility will increase staffing from one shift to three shifts and install a wood grinding system featuring an electric Rotochopper grinder and associated conveyors capable of processing 30 to 40 tons of recycled wood per hour. Additionally, a storm water vault with a base mat and dry wells will be constructed in the eastern portion of the property to minimize off-site discharges through filtration and infiltration. The project is overseen by the Los Angeles Department of Building and Safety as the lead agency and is subject to California Environmental Quality Act compliance. Environmental reviews have addressed air quality, noise, and greenhouse gas emissions, with a public review period held from January 20 to February 19, 2026. Special requirements include strict adherence to OSHA HAZWOPER standards for employees handling hazardous waste and the implementation of monitoring protocols for cultural, tribal, and paleontological resources during the construction of the storm water vault. In the event of inadvertent discoveries, the project requires consultation with Native American tribes and the use of qualified archaeologists or paleontological monitors.
