California Waste Services, LLC is authorized to expand its existing material recovery and transfer station in Downtown Los Angeles to increase daily processing capacity from 500 to 900 tons per day, with implementation to occur within a 10-day construction window beginning January 14, 2025. The expansion includes installation of an electric Rotochopper grinder and associated conveyors capable of processing 30 to 40 tons of recycled wood per hour, along with construction of a storm water vault in the eastern portion of the property designed with a base mat and dry wells to promote on-site filtration and infiltration, thereby reducing off-site storm water discharges. The facility operates at 3720 Noakes Street, Los Angeles, CA 90023, and all activities are subject to strict compliance with the City of Los Angeles Municipal Code, particularly Article 11 governing noise regulation, with thresholds based on CNEL metrics and ANSI S1.4-compliant measurement protocols. Operational standards require indoor tipping during high winds, mandatory dust suppression through misting and tarping, full covering of open-top trailers within 15 minutes of loading, regular sweeping of vehicle areas, and strict limits on diesel truck idling to no more than five minutes. Hazardous materials must be segregated, handled only by HAZWOPER-trained personnel, rejected at the point of unloading through a formal Waste Load Checking Program, and stored in secure, authorized lockers with spill response kits maintained on-site. All operations must adhere to CEQA environmental thresholds, with significance determined by noise increases of 3 dBA CNEL or more, or any 5 dBA increase, and must avoid impacts on nearby residential receptors located as close as 1,010 feet from the site. The City of Los Angeles Department of Building and Safety serves as the lead agency for enforcement, compliance monitoring, and acceptance, with oversight from other city departments including Planning and Public Works. No formal contract value, payment terms, invoicing methods, accounting codes, or procurement evaluation criteria are specified, and no contractor certifications, socioeconomic status declarations, or federal acquisition clauses are included in the documentation.
