In accordance with FAR 6.301(b), the justification for other than full and open competition is made available. This requirement is to maintain an essential engineering, research, or development capability provided by UCAR. UCAR manages the National Center for Atmospheric Research (NCAR), a Federally Funded Research and Development Center (FFRDC) on behalf of the National Science Foundation (NSF). This IDIQ is expected to be used by OAR, the National Weather Service (NWS), the Office of Marine and Aviation Operations (OMAO), and the National Environmental Satellite, Data and Information Services (NESDIS).
