Independent Contractors for Texas Curriculum Management Program Cooperative

ESC Region 13 is seeking qualified independent contractors to be placed on a Qualified Provider List (QPL) to support the Texas Curriculum Management Program Cooperative. The scope of work focuses exclusively on services aligned with the Texas Essential Knowledge and Skills (TEKS), including the development, revision, and alignment of resources, technical assistance, and content expertise regarding college, career, and military readiness standards. Deliverables may include written reports, implementation tools, templates, and assessment instruments. Notably, the solicitation explicitly excludes consulting services, direct-to-student services, product-only offerings, professional development, and staff augmentation. This is a continuous solicitation multiple award with a final response deadline of July 31, 2031. The initial contract term begins upon award and expires on August 31, 2026, with the possibility of up to five one-year renewals. ESC Region 13 utilizes a best value approach for awards, requiring respondents to achieve a minimum score of 70 out of 110 points based on education and technology proficiency. Mandatory submission requirements include a signed Conflict of Interest Questionnaire and applicable professional licenses. Contractors must adhere to specific certifications regarding merit-based employment and the prohibition of diversity, equity, and inclusion programs, as well as critical race theory and affirmative action practices.
