Veterans Affairs Canada (VAC) provides rehabilitation services to eligible Veterans through a contracted service delivery model designed to increase independence by improving health, functioning, and capacity to return to work, through medical, psychosocial, and vocational rehabilitation services. VAC requires the services of a Contractor to produce an independent, evidence-based, decision-enabling review of the Rehabilitation Services and Vocational Assistance Program (RSVP) contract Service delivery model. The review must evaluate the extent to which the model is achieving its intended objectives and identify specific improvements that can be made to enhance service delivery. Special Comments: Because the Work to be performed under this Contract may involve access to privileged, confidential or non-public information, and may result in findings, analysis or recommendations that could inform future requirements, solicitation documents, evaluation criteria, procurement strategies or contract management decisions related to the Rehabilitation Services and Vocational Assistance Program, the RSVP Contract, or any successor rehabilitation service delivery model, the Contractor acknowledges that Canada may determine that the Contractor is ineligible to bid, either as a prime contractor or subcontractor, on any future solicitation where the Contractor’s work under this Contract creates or appears to create a real, potential or apparent conflict of interest or unfair advantage. The Contractor also agrees not to advise any third party in relation to such a solicitation where doing so could create, or appear to create a real, potential or apparent conflict of interest or unfair advantage, and acknowledges that such third party may also become ineligible to bid. The Contractor must obtain from its employee(s) or subcontractor(s) a completed and signed non-disclosure agreement and provide it to the Contracting Authority before they are given access to information by or on behalf of Canada in connection with the Work.
