The Department of National Defence is seeking qualified contractors to provide psychometric services under solicitation W6369-25-X028, with a total contract period of five years from the date of award. The requirement centers on delivering advanced psychometric expertise for the development, evaluation, and administration of standardized assessments, particularly those incorporating computer-adaptive testing, item response theory, and innovative digital methodologies such as gamified or NLP-based assessments. Bidders must demonstrate proven experience across three core areas—test development, test usage, and test evaluation—and must employ or have access to a team of at least three individuals with doctoral-level training in psychometrics or educational measurement. Technical compliance is mandatory under four criteria covering classical and item response theory applications, advanced statistical modeling, and digital assessment innovation, with award based on the Lowest Price Technically Acceptable model, meaning only compliant offers will be considered, and price will be the sole deciding factor among them. All work must adhere to the APA 7th Edition, standards for educational testing, and Canada’s Contract Security Manual, with all deliverables submitted in either official language and subject to government inspection and acceptance at any location of performance. Contractors must hold a valid Designated Organization Screening from the Contract Security Program and ensure all personnel have Reliability Status clearance to handle PROTECTED information; subcontractors involving security-sensitive work require prior government approval. Security compliance is non-negotiable, with unannounced site inspections allowed, and failure to meet clearance requirements results in disqualification. The contract does not include pre-defined line items or pricing, as costs are to be proposed by respondents, with payment made monthly upon submission of compliant invoices. The contract structure operates through Task Authorizations that define specific deliverables, timelines, and scope, with final acceptance resting solely with the Government.
