Independent Technical Advisory Services

The Province of British Columbia, through the Ministry of Jobs and Economic Growth, is soliciting responses for solicitation RSA27JEG02 to establish a Standing Arrangement for Independent Technical Advisory Services. This framework agreement aims to identify the top two highest scoring respondents in each specific service area to provide technical advisory support on an as-needed basis. The initial term of the agreement is three years, with a possible one-year extension at the Province's discretion. Services will be activated through individual Accepted Service Requests, each containing a specific Statement of Work and a capped maximum fee. The evaluation process consists of a two-stage approach where respondents must first meet all mandatory criteria to avoid exclusion. Qualified respondents are then ranked based on weighted criteria specific to their service area, with ties broken by the highest score in the capabilities category. Successful contractors must provide a valid Tax Verification Letter from the B.C. Ministry of Finance if the contract value exceeds 100,000 Canadian dollars. Payment is processed within 30 days of receiving a detailed written statement of account. The contractor is responsible for validating the accuracy and legitimacy of information provided by the Ministry using subject matter experts, financial model challenges, and scenario analysis. Responses are due by November 14, 2026, and must be submitted via BC Bid or other specified locations.
