SACOG serves as a Joint Powers Authority (JPA) of city and county governments in El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties. As the only public agency with members from all 28 jurisdictions in the greater Sacramento region, SACOG plays a unique role as the place where local governments can come together to take on critical issues facing the region and to tackle problems that are too big for any one jurisdiction to solve on its own. SACOG is tasked by state and federal law with long-range planning for the region but also plays an important role in working with local partners to advance more immediate solutions to some of the region's shared challenges of transportation, housing, air quality, climate change and the protection of the region's agricultural and natural resources. Starting with the development of the 2025 Blueprint, SACOG has committed to three strategic goals of equity, economy, and environment. For more information, please visit our website: https://www.sacog.org . SACOG is currently administering a Reconnecting Communities and Neighborhoods grant under the Green Means Go (GMG) program. The grant includes a deliverable to develop community engagement strategies and provide technical assistance focused on local Disadvantaged Community (DAC) Green Zones, addressing barriers to participation for historically disadvantaged, vulnerable, and marginalized community members who are often excluded from local decision-making. SACOG currently has subrecipient agreements with nine (9) jurisdictions under the grant that are eligible to access additional funding for community engagement and technical assistance to advance their respective project scopes and address broader needs within their Green Zones. These efforts are intended to address transportation and access barriers, including those created by transportation facilities in nine federally designated disadvantaged communities, and support planning, engineering, design, and project development activities that improve infill development outcomes. The additional funding and consulting services will help jurisdictions achieve their project objectives and address broader challenges through meaningful community engagement and technical support. Task Orders executed under On-Call Services Agreements resulting from this RFQ will support SACO's RCN Grant Subrecipient cities and counties developing community engagement strategies and obtaining technical assistance tailored to their DAC Green Zones, while advancing infill development initiatives that address transportation barriers. Services will include equity-centered planning processes that engage traditionally marginalized groups and technical assistance to prepare Green Zones for future implementation phases. The purpose of these efforts is to increase participation from disinvested communities and develop targeted initiatives that advance GMG goals without displacing existing residents, while making future development more accessible and attainable to communities across a broad range of income levels.
