RFP 27-0018 Master Plan and Feasibility Study for Advanced Space, Defense, and Intermodal Hub

Doña Ana County is soliciting proposals under RFP 27-0018 for a qualified consulting firm to develop a comprehensive master plan and feasibility study for a proposed Advanced Space and Defense Industrial Park in southern New Mexico. This mega-project encompasses 100 square miles and is designed to establish a self-sustaining Space and Defense Innovation Ecosystem. The scope of work requires a market feasibility study, workforce analysis, infrastructure assessment, rail connectivity study, cross-border logistics analysis, and a master plan, with a specific focus on large-scale infrastructure, multi-modal logistics, secure defense-tech zoning, and the analysis of military personnel with active security clearances. The procurement process is governed by New Mexico law and the state procurement code. Proposals must be submitted electronically via the Doña Ana County Workday Strategic Sourcing portal by November 16, 2026. Award selection will be based on a merit-based evaluation scoring system of 1,000 to 1,100 points, with additional preferences awarded to New Mexico resident or veteran-owned businesses. The selected contractor will be required to adhere to professional standards of care, maintain all necessary licenses and insurances, and comply with federal non-discrimination statutes. Payment will be processed in arrears via ACH upon the submission of detailed invoices.
