By this Amendment, the USACE adds to the File Section of this Notice, the Attendance Sheet from the Industry Meeting of February 23, 2011. In addition, this Amendment notifies interested contractors that the comment period for submitting feedback on the DRAFT Solicitation document is extended to 31 March 2011. It should be noted that Section M of the DRAFT Solicitation document contains an evaluation system that will not be used. Instead, the USACE will be using the Lowest Price, Technically Acceptable Evaluation Method, meaning that, a technical proposal must achieve a "go" rating for each evaluation factor to be considered "technically acceptable" and eligible to advance into the price evaluation phase of the competition. Offerors submitting technically acceptable proposals will have their price proposals evaluated for price reasonableness; from this group, the lowest price proposal will be considered for an award. Respectfully submitted, Regina G. Blair District Chief of Contracting USACE-Chicago District
