This is a pre-solicitation announcement for the U. S. Department of Agriculture, Agricultural Research Service, USDA ARS PWA, 67826-A Hwy 205, Burns, Oregon 97720. A Request for Proposal will be issued on this Federal Business Opportunities website on or about July 9, 2019 for construction project, Indoor Plant Growing Facility, USDA ARS PWA, 67826-A Hwy 205, Burns, Oregon 97720. This announcement is a total set-aside for Small Business Concerns. The USDA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the Contract documents, Plans, and Specifications, summary of which is provided below: This project contains Items as listed below: Design Build-Indoor Plant Growing Facility Specifications: Overall � Two-story wood frame building with 8 foot ceilings. � Hardy board or similar siding. � Metal roof. First floor � Indoor plant growing facility = 2448 sq. ft. � Concrete slab/floor sloped with drains under each grow table. � Interior plastic sheeting on walls, floor to ceiling. � Large single basin stainless sinks with adjoining counters on end of large room. � 110 volt outlets at each of the two counters at end of large room plus an additional 3 outlets on long walls of large room and one outlet in each of the smaller rooms. � Overhead plumbing for hand-sprayer watering, and overhead electrical outlets at each grow table. � Conventional LED lighting in large room and each small room with circuits for each room. � Bathroom with toilet and sink located under stairwell. � 4 smaller rooms at approximately 160 sq. ft. each on one end of building. � Forced air heating and cooling system. Second floor � Storage room with storage closet = 2448 sq. ft. � Carpeted floors. � Taped, textured, and painted sheetrock walls and ceiling. � Conventional LED lighting on single circuit with wall 110-volt outlets. Completion Time: 300 calendar days after receipt of the Notice to Proceed. Prior to commencing work, the contractor receiving award shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20 (b)(2)) with 30-hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor or subcontractors on site shall have the 10-hour OSHA certified Construction Safety course. This construction project is set-aside for Small Business firms (SB). The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction and size standard $36.5 million applies. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $500,000 and $1,000,000. The government intends to award a Firm Fixed Price Contract in August 2019. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc is available until issuance of the solicitation on http://www.fbo.gov. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA will provide no hard copies.
