The 413th Contracting Support Brigade is soliciting commercial solutions under the Commercial Solutions Opening (CSO) framework to demonstrate contested logistics capabilities for INDOPACOM infrastructure and distribution, using solicitation number W91QVP-26-Q-A700. This three-phase process begins with Phase 1, requiring offerors to submit a Solution Brief not exceeding five pages by 0900 HST on 10 July 2026, with all inquiries due by 3 July 2026. Qualified offerors will advance to Phase 2, presenting their solutions via a 45-minute virtual pitch, followed by Phase 3 submission of detailed technical and price proposals under a Firm-Fixed-Price structure. The contract seeks integrated commercial supply chain capabilities capable of automating receipt, cataloging, transient storage (limited to 10 days), and onward movement of government-furnished materiel under contested conditions, with full in-transit visibility and ERP system integration. Offerors must demonstrate active operations across at least three CONUS and five OCONUS locations, with one primary node within five miles of the Port of Brisbane, Australia, and final delivery to Bandiana MILPO, Australia. Compliance with Australian host nation laws including the Work Health and Safety Act 2011 and the ADG Code is mandatory, as is adherence to DFARS 252.204-7012 for handling Controlled Unclassified Information, with explicit prohibitions against processing PII, PHI, or classified data. The contractor must support automated inventory tracking via barcoding or RFID, meet strict packaging and marking standards aligned with FAR and DFARS requirements for government property accountability, and operate within a 6-month base performance period with a potential 12-month option. All performance is milestone-driven, linked to three CLINs covering system setup and cataloging, physical demonstration of a 10-item shipment, and final reporting, with award based on technical merit and risk mitigation rather than price alone, and no set-asides applied. Offerors must be registered in SAM.gov, maintain operational security, and refrain from any public disclosure of demonstration details.
