The Florida Army National Guard (FLARNG) is hosting an industry day event on August 2, 2013, to explore the development of a formalized and comprehensive recycling program across its facilities. Currently, FLARNG has several isolated recycling efforts but lacks a unified plan that complies with all regulatory requirements and maximizes economic and environmental benefits. The event aims to engage industry representatives in open discussions to identify best practices, assist in defining FLARNG's recycling program requirements, and develop a performance work statement to guide future solicitations. Key goals include diverting at least 50% of solid waste from landfill and incineration, integrating the program with hazardous materials management, expanding recycling activities as funding permits, and maintaining full regulatory compliance while supporting related welfare programs. Participation requires pre-registration with limited space for two attendees per company, and the event will be held at Camp Blanding in Starke, Florida. This announcement serves solely to facilitate planning and information exchange and does not constitute a contract or solicitation. Interested parties are responsible for monitoring the official Federal Business Opportunities website for any future solicitation releases. Registration details must be submitted electronically by July 31, 2013, including company information and attendee names. The event will include discussions based on a slide presentation provided in advance to assist participants in preparing questions. The primary point of contact for the event is Major Jeff Moore, reachable via email or phone.

1. Introduction: This is an announcement for an industry day for planning purposes to be hosted by the Florida Army National Guard (FLARNG). 2. Background: As an installation, the FLARNG currently is not operating a formal recycling program. The FLARNG has several recycling efforts established within certain facilities and CBJTC, however a formal plan will maximize benefits and ensure the recycling efforts and benefits are used within all statutory and regulatory requirements. Many of the facilities are not large enough for extensive recycling, or are in rural areas with no viable market. To assist the FLARNG in determining whether an all encompassing recycling program is advantageous. The event is scheduled for 9:00AM - 12:00PM on Friday, 2 August, 2013. 3. Objective: a. Promote recycling efforts across the FLARNG facilities and activities. b. To conduct fair, even and transparent dialogue with the commercial base to identify industry best practices and to assist the FLARNG in defining our requirements and create a performance work statement to be used during the solicitation process. c. Meet or exceed DoD's goal to divert 50% of the FLARNG's solid waste from landfill disposal and incineration while ensuring the program provides an economic benefit. d. To formalize the QRP and eventually integrate it with the FLARNG Hazardous Materials and Waste Management Plan. e. To operate the program efficiently; and when funds are available, to provide support and expand our recycling efforts to other areas as well as support our Morale, Welfare, and Recreations (MWR) programs IAW applicable regulations. f. Maximize the availability of training lands and facilities. g. Maintain compliance with all applicable federal, state or local environmental laws and regulations, and all other requirements, as required. h. Revise and establish federal contracts to increase recyclable revenues and/or promote cost avoidance when practical. 4. Special Note: This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
