The Department of Defense is hosting an industry day on December 4, 2007, at the Explosive Ordnance Disposal Technology Division in Indian Head, Maryland, to discuss the Counter Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) program. This event aims to provide industry participants with an overview of the acquisition strategy, high-level system requirements, and future technology needs related to developing next-generation integrated CREW systems. These systems will span man-portable, vehicle-mounted, fixed-site, and coalition partner applications to counter long-term IED threats. Attendance is limited to two representatives per company, and a nominal fee of $10 will cover breakfast and lunch. Morning sessions will be unclassified, while afternoon sessions, requiring security clearances, will present more detailed and classified operational information. The Naval Sea Systems Command plans to maintain competition during the development phase by awarding one or more contracts focused on system design, development, and fabrication, targeting the first contract awards in the first quarter of FY09 and initial deliveries by the second quarter of FY12. The event agenda includes program status updates, future acquisition strategies, system requirements, architecture, and discussions on technical challenges and technology maturity. Registration and security clearance submissions are required by November 16, 2007, with instructions provided for attendance and security procedures. This industry day is intended as a briefing and information-sharing opportunity and does not constitute a solicitation or commitment for contract awards.

The industry day will be held at the Explosive Ordnance Disposal Technology Division (EODTECHDIV), 2008 Stump Neck Road, Indian Head, Maryland. Directions to EODTECHDIV may be provided upon registration. Breakfast and lunch will be provided at a cost of $10.00 per person. The brief will be held in the auditorium of building 2172. Space constraints at EODTECHDIV necessitate limiting attendance to two people per company and/or division. To register, please contact Michele Cuffee, at +1 (555) 000-0000, email contact@example.gov, by 16 November 2007. The DRAFT detailed agenda is provided below. The morning briefings will remain at the unclassified level presenting the acquisition strategy, the high level system requirements, and future technology requirements. The afternoon briefs will provide detailed requirements and operational information. These briefs will be classified at the SECRET level and require each participant to submit a security clearance prior to the meeting. If you plan to participate in the afternoon discussions, please submit clearances to Ms. Veronica Monk by 16 November 2007. Clearances should be sent to: Commanding Officer NAVEODTECHDIV Attn: Veronica Monk, Security Office 2008 Stump Neck Road Indian Head, Maryland 20640-5070 Ph: +1 (555) 000-0000 FAX: +1 (555) 000-0000 JPAS #: 0464A6. All visitors will need to check in at the NAVEODTECHDIV visitors/pass office which is located at the front gate on the right. Meeting will be in building 2172 which is approximately 1 block down on the left. Someone will be inside the entrance of building 2172 to check you in. The Department of Defense (DoD) is initiating a development effort to counter the long-term, worldwide IED threat. The Naval Sea Systems Command is planning to execute procurements to address these combined threats. The acquisition strategy is to maintain competition through the development phase by awarding one or more development contracts. Each development contract will require design, develop, and fabrication of a system of systems including an integrated approach for test man-portable (dismounted), vehicle mounted (mounted), fixed site, and coalition partner Counter-RCIED Electronic Warfare (CREW) capabilities. By incorporating technical advances over the existing CREW systems, these contracts will demonstrate the next generation of an integrated CREW, system of systems. The Government anticipates awarding one or more contracts on or about the 1st Quarter FY09 with initial delivery planned for on or about 2nd Quarter FY12. The DoD will provide specific details of the acquisition strategies during the industry day on 4 December 2007. The information provided is for information only and is not a Request for Proposal (RFP), and is not to be construed as a commitment by the Government to issue a contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement nor will the Government return any data provided. Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027. ARPA-H prioritizes entities that will conduct the funded work within the United States.
