The Army Contracting Command at Picatinny Arsenal, New Jersey, in collaboration with the Office of the Deputy Assistant Secretary of Defense, Emerging Capabilities and Prototyping, the Department of Defense Chief Information Office, and the Joint Staff J6 Office, has established a Section 815 Prototype Other Transaction Agreement with the National Spectrum Consortium. This partnership aims to advance research and development efforts focused on prototype hardware, software, and systems relevant to DoD weapons and weapon systems. A key initiative under this agreement is the Free-space Optical Terabyte Offload (FOTO) project, designed to develop innovative, high-bandwidth free-space optical communication solutions for air-to-ground telemetry data offload at U.S. test ranges. To foster collaboration and provide detailed information on the FOTO project, the Naval Research Laboratory is hosting an Industry Day event on June 8, 2016, at its Washington, DC facility. This unclassified event will offer presentations and Q&A sessions, along with limited one-on-one meetings with government technical staff, encouraging consortium members to explore teaming opportunities. The prototypes sought must feature modular, scalable designs with components such as optical antennas, system controllers, modems, and interfaces, emphasizing unaided eye safety at the aperture. While the event does not constitute a solicitation or request for proposals, it serves as an important notification of government intent, with registration limited and open only to National Spectrum Consortium members. Participation costs are not reimbursed, and submissions in response to this announcement will not be accepted.
