Industry Day - Space Force Operations Centers - Various Locations

The USACE Omaha District is conducting market research via a Sources Sought Notice for the construction of four mission-critical Space Operations Facilities (SOF) located at Grand Forks AFB, North Dakota; Schriever SFB, Colorado; Redstone Arsenal, Alabama; and Kirtland AFB, New Mexico. The total estimated value of the portfolio is 1 billion dollars, with approximately 250 million dollars allocated per site. Each facility is planned as a three-story, 177,658 square foot structure featuring a steel frame, precast concrete cladding, and a low slope membrane roof. Key requirements include ICD 705 compliant secure spaces, a 500-person auditorium, a 6,297 square foot dining area, and redundant power and cooling systems meeting the Uptime Institute Tier III fault-tolerant standard. The facilities must also adhere to Protection Level 2 physical security and DoD Unified Facilities Criteria for permanent construction and antiterrorism. The government intends to execute this requirement using Other Transaction Authority under 10 U.S.C. 2808a and a Progressive Design-Build approach, rather than a traditional FAR-based contract. The selection process will be qualifications-based, involving a Request for Qualifications, down-selection based on past performance, and collaborative oral pitches to identify the most qualified partner. The government is currently evaluating whether to utilize a single umbrella OT Agreement or multiple separate agreements. Interested parties must submit their company details, CAGE code, UEI, CMMC level, and bonding capacity, along with a capabilities narrative not exceeding five pages, to the designated points of contact by October 15, 2026.
