Industry Day - Space Force Operations Centers - Various Locations

The USACE-Omaha District is conducting market research via a Sources Sought Notice for the construction of four mission-critical Space Operations Facilities (SOF) located at Grand Forks AFB, North Dakota; Schriever SFB, Colorado; Redstone Arsenal, Alabama; and Kirtland AFB, New Mexico. This portfolio is estimated at 1 billion dollars, with approximately 250 million dollars allocated per site. Each facility will be a three-story, 177,658 square foot structure featuring reinforced concrete foundations, steel structures, and precast concrete panel cladding. The projects must adhere to strict technical standards, including the Uptime Institute Tier III fault-tolerant standard, Intelligence Community Directive (ICD) 705 for secure spaces, Protection Level 2 physical security requirements, and DoD Unified Facilities Criteria 1-200-01 and 4-010-01. The government intends to execute this requirement using Other Transaction Authority under 10 U.S.C. 2808a, meaning the agreements are not subject to the Federal Acquisition Regulation. A Progressive Design-Build approach will be utilized, potentially involving a single umbrella agreement or multiple separate agreements. Selection will be based on a qualifications-based process involving a Request for Qualifications, down-selection based on past performance and experience with mission-critical infrastructure, and collaborative oral pitches. Interested parties must submit their capabilities and company information by October 15, 2026, including details on bonding capacity and CMMC level 1 compliance for handling federal contract information.
