AI Contract Overview
The United States Air Force at Eielson AFB, Alaska, is seeking industry feedback regarding the planned Fiscal Year 2027 execution of construction projects for Facilities, Sustainment, Restoration, and Modernization. The agency intends to utilize a Progressive Design-Build approach combined with Other Transaction Authority. This collaborative delivery method selects a design-builder based on qualifications and technical approach rather than price, allowing the government and contractor to jointly develop the scope and establish a guaranteed maximum price before the final construction phase begins. Because this process utilizes Other Transaction Authority, the resulting agreements are not subject to the Federal Acquisition Regulation. Interested parties are invited to review the draft agreement articles and a provided questionnaire to help refine the final acquisition strategy. Feedback must be submitted via email to the designated points of contact by 4:00 PM ADT on August 28, 2026.

Full Description
TITLE: Special Notice: Industry Feedback Requested for Progressive Design-Build with Other Transaction Authority Process
AGENCY: United States Air Force, Eielson AFB, Alaska
DESCRIPTION:
Eielson AFB, Alaska, is requesting industry feedback for the planned Fiscal Year 2027 (FY27) execution of Progressive Design-Build (PDB) for Facilities, Sustainment, Restoration, and Modernization (FSRM) construction projects utilizing an Other Transaction Authority (OTA) procurement method.
What is PDB?
PDB is a collaborative project delivery method where the Government selects a design-builder based on qualifications and technical approach rather than price. The selected design-builder works jointly with the Government to provide design and preconstruction services and establishes a guaranteed maximum price (GMP)—a fixed price ceiling—before construction begins. The process is divided into distinct phases: a competitive, qualifications-based selection to choose a design-builder; (1) a collaborative design and preconstruction services phase to progressively develop the scope and establish a GMP; and (2) a final design and construction phase. This approach replaces the traditional design-build process with a more collaborative acquisition model.
What is an Other Transaction?
An Other Transaction (OT) is a legally binding agreement entered into by the Government under specific statutory authority. OTs are not procurement contracts and are therefore not subject to the Federal Acquisition Regulation (FAR). Title 10 U.S.C. § 2808a authorizes the use of OTs for certain facility construction and repair projects. The executed OT Agreement establishes the terms, conditions, responsibilities, and performance requirements for the project.
This Industry Announcement contains two attachments for industry review:
- Attachment A: DRAFT Agreement Articles (i.e., Terms and Conditions)
- Attachment B: PDB with OTA Industry Questionnaire
Feedback received will be used to refine these draft documents and inform Eielson AFB’s final acquisition strategy.
HOW TO PROVIDE FEEDBACK:
Please submit all industry responses via email to Gregory Johnson at gregory.johnson.68@us.af.mil and David Pfau at david.pfau.2@us.af.mil.
The deadline for submission is 4:00 PM ADT on August 28, 2026.
When responding to the questionnaire (Attachment B), please ensure your answers for each question are clearly separated. Additional feedback, comments, or concerns are welcome. Do not submit proprietary or sensitive information.
