Z--Conlon Creek Culvert Removal & Restoration, GOGA

The National Park Service, under the Department of the Interior, is seeking a firm-fixed-price contract for the removal and restoration of a degraded culvert at Conlon Creek within the Golden Gate National Recreation Area in Marin County, California. The project requires the complete removal of an 80-foot buried and rusted corrugated metal culvert caused by a 2015 blowout, followed by comprehensive channel stabilization using an engineered rock ramp to address the failure footprint and head cut. Work includes the construction of three rock step pools to enhance aquatic habitat, stabilization and filling of a 75-foot adjacent gully reducing sediment input into Redwood Creek, and limited in-channel work along up to 250 feet of the creek. All materials must be handled in accordance with environmental regulations, with existing bank and bed materials reused where possible and additional rock slope protection imported as needed. Performance is restricted to the in-channel work window between June 15 and October 15, 2026, to protect aquatic species, and the contractor must obtain all required permits and comply with local, state, and federal laws. This solicitation is a total small business set-aside under NAICS code 237990, with size standards based on $45 million in average annual gross receipts over the past three years. Only small business concerns are eligible to respond. Offerors must hold a valid California State Contractor License, and key personnel experience will be evaluated alongside technical approach, schedule, project experience, past performance, and price in a best-value determination under FAR Part 15 procedures.
