Z--Conlon Creek Culvert Removal & Restoration, GOGA

The Department of the Interior’s National Park Service at Golden Gate National Recreation Area is soliciting proposals for a firm-fixed-price contract dedicated to the Conlon Creek Culvert Removal and Restoration project. This project addresses long-term stabilization of a tributary to Redwood Creek, repairing damage caused by a 2015 culvert blowout and subsequent emergency work in 2016. The work involves removal of an 80-foot buried rusted corrugated metal culvert, construction of an engineered rock ramp with three rock step pools to enhance aquatic habitat, and stabilization and filling of an adjacent 75-foot gully that contributes sediment to Redwood Creek. The contractor is responsible for mobilization, dewatering and water diversion systems, selective demolition, constructing permanent erosion control treatments, and plantings along a project footprint of up to 250 feet of creek. Existing bank and bed materials will be reused where appropriate, with supplemental rock slope protection materials transported to the site as specified. In-channel work is confined to the period from June 15 to October 15, 2026, to protect environmental resources. This acquisition is a total small business set-aside under NAICS code 237990, with eligibility limited to firms that meet the SBA’s size standard of $45 million in annual receipts. Proposals will be evaluated on a best value basis under FAR Part 15 negotiated acquisition procedures, balancing price against non-price factors including technical approach, schedule, project and key personnel experience, possession of a California State Contractor License, and past performance. Contractors must obtain all applicable local, state, and federal permits prior to work. Option items include hauling excess soil offsite, preparation of as-built drawings, and importing engineered rock materials. An organized, though non-mandatory, site visit will be conducted to familiarize offerors with the work area.
