The Government of Alberta is seeking consulting services to complete a comprehensive facility condition assessment and portfolio optimization study for warehouse and storage facilities in Edmonton, together with a review of the Surplus Sales program in Calgary. The study will assess the current performance, physical condition, utilization, operational suitability, capacity and long term role of each facility. It will establish a current-state baseline; identify deferred maintenance, lifecycle and tenant-improvement requirements; evaluate consolidation, co-location, relocation, lease reduction, adaptive reuse, redevelopment, continued ownership, disposition, demolition, replacement and new-build options; and recommend a long-term portfolio strategy aligned with asset management principles. The Consultant will provide decision-ready findings, options, cost estimates, benefits, risks, implementation constraints, change-management considerations, sequencing and timelines. The review includes three owned Edmonton sites, comprising 15 owned buildings, and three leased sites, comprising three leased buildings. Edmonton locations are Lambton Park, Alberta Public Works Supply & Service Surplus Sale, Bonaventure Yard, Lampton Industrial Centre and the relevant portion of Twin Atria. The Calgary location is the leased facility at 38 Highfield Circle S.E. Any implementation project approved following this study will proceed through a separate procurement for prime consultant services.
