INL - Facility maintenance & Incinerator Retrofit support works

The U.S. Embassy San Jose, through the Bureau of International Narcotics and Law Enforcement Affairs, is soliciting a Firm-Fixed-Price construction contract for infrastructure maintenance and incinerator retrofit support works at Ciudad Judicial in San Joaquin de Flores, Costa Rica. The project aims to modernize the incinerator and its housing industrial building to enhance the host nation's operational capacity for counter-narcotics operations and the secure disposal of hazardous materials. The scope of work encompasses civil structural tasks, electromechanical integration, piping networks, roofing repairs, and industrial coatings. Key technical requirements include the installation of a centrifugal scrubber system for treating combustion gases and adherence to specific welding and painting standards, such as ASTM D2486 Class II for paint washability. The contractor must complete all activities, including testing, commissioning, and training, within 60 calendar days of the Notice to Proceed. Award criteria prioritize technical competence, personnel qualifications, and past performance over price, requiring the contractor to be legally incorporated in Costa Rica for at least one year and maintain registration with the CFIA. Mandatory requirements include CFIA-licensed engineers, active SAM registration, and comprehensive insurance coverage through the CCSS and INS. The project will be managed through a performance-based approach, with final acceptance contingent upon a zero-defect walkthrough by the Contracting Officer's Representative and a minimum one-year warranty on all workmanship and materials.
