The Bureau for International Narcotics and Law Enforcement Affairs (INL) is seeking to enhance the maritime law enforcement capabilities of Pakistan’s Maritime Security Agency (PMSA) through the procurement of two Fast Response Boats (FRBs) and comprehensive on-site training for PMSA personnel. The vessels must meet stringent specifications, requiring brand-new, purpose-built Zodiac Milpro SRA 1050 or equally capable full-cabin hybrid RHIBs designed for the harsh operational environment of Pakistan’s coastal waters, particularly the Makran Coast. These boats are intended for counter-narcotics, anti-smuggling, and human trafficking interdiction missions, with all associated equipment, shipping, and delivery to PMSA headquarters in Karachi included in the contractor’s responsibilities, including local trucking from Karachi Port. The contractor must deliver both boats within 9 to 12 months after contract award, with the timeline potentially extended if an export license is required. In addition to the vessels, the contractor is obligated to provide a total of eight days of on-site training divided into a five-day operator session for 24 personnel and a three-day maintenance session for another 24 personnel, delivered by qualified manufacturer representatives at PMSA facilities in Pakistan. The government will evaluate bids based on compliance with technical specifications, delivery and logistics planning, warranty terms, availability of an after-sales support network in Pakistan, past performance on at least three similar contracts within the last two years, and price. The contract will be awarded as a firm fixed price agreement, with selection not necessarily going to the lowest bidder, as non-price factors carry significant weight in the evaluation process.
