The solicitation seeks a single new 21-foot general-use vessel with an outboard motor and trailer for the Monomoy National Wildlife Refuge in Chatham, Massachusetts, to support nearshore and coastal operations including personnel and equipment transport to offshore islands. The vessel must be a current production center console model—specifically a Parker 210 Coastal, Parker 21SE, Grady White Fisherman 216, or an approved equivalent—fully assembled, domestically manufactured, and compliant with U.S. Coast Guard standards including flotation foam. Delivery must occur FOB Destination to the refuge by December 22, 2026, accompanied by a tandem-axle marine-grade aluminum trailer with hydraulic surge brakes, a builder’s specification sheet, a Hull Identification Number, and a manufacturer’s warranty covering hull and gelcoat. The contract incorporates key Federal Acquisition Regulation clauses including those on contract disputes, trafficking in persons, equal opportunity for veterans and workers with disabilities, whistleblower rights, ethics and conduct, and definitions. Offerors must comply with all applicable federal, state, and local laws, including statutory requirements on kickbacks, procurement integrity, contract work hours, and the Fly American Act. Proposals are due by June 15, 2026, and must include a completed SF-1449 or equivalent submission with full technical descriptions, warranty terms, pricing, and a statement of agreement to all contract terms if not using the SF-1449.
