SUNY Schenectady Natural Gas Supply Services
Solicitation # 2140092
SUNY Schenectady is soliciting quotes through RFQ 2026-07 for the provision of fixed-price natural gas supply services. The college is seeking qualified suppliers and brokers to provide all-inclusive pricing on a per-therm basis for either a three-year or five-year contract term, with a projected start date of February 1, 2027. All accounts are located within NYISO Zone F in the National Grid/NIMO territory. The college prefers a dual billing arrangement where National Grid handles delivery billing and the selected supplier invoices separately for supply charges on Net 30 terms. No separate broker fees are permitted, as all compensation must be embedded in the per-therm rate. This procurement is conducted as a competitive sealed bid for a commodity purchase, and the contract will be awarded to the lowest responsive and responsible bidder. Bidders are not required to submit a technical proposal but must provide a cost bid in a separate sealed envelope along with several mandatory certifications, including conflict of interest disclosures, non-collusive bidding certifications, and evidence of authorization to supply natural gas in New York State. The deadline for bid submissions is November 19, 2026, at 2:00 PM. Successful bidders must maintain industry-standard insurance and ensure all assigned staff execute non-disclosure agreements.

The USDA Agricultural Research Service intends to enter into a sole-source contract with the Arkansas Oklahoma Gas Corporation to extend a natural gas line approximately 2.8 miles to the Dale Bumpers Small Farms Research Center in Booneville, Arkansas. This project aims to replace the facility's current reliance on frequent propane deliveries with a consistent, as-needed natural gas supply to improve the efficiency of Federal Facilities operations. The procurement is being conducted under Simplified Acquisition Procedures and FAR Part 12 for commercial items, citing the contractor as the only responsible source capable of satisfying the requirement. Managed by Contract Specialist Michael Douglas under solicitation number AG-32SD-RFQ-14-MD13, the effort falls under NAICS code 221210. While the government intends to negotiate exclusively with Arkansas Oklahoma Gas, interested organizations were permitted to submit capabilities and qualifications to determine if the procurement should be conducted on a competitive basis. The final decision to proceed without full and open competition remains at the sole discretion of the government.
