The U.S. Army Corps of Engineers Savannah District plans to award a sole source contract for heating gas utility services at the Marietta EMU location. This procurement will be conducted under specific legal authorities that allow for a non-competitive process due to the unique nature and regulated status of the service, which only Constellation Energy Gas Choice, Inc. can provide at this site. The contract is identified with solicitation number W912HN15T0001 and falls under NAICS code 221210, which pertains to natural gas distribution. The office managing the contract is located in Savannah, Georgia, and formal inquiries regarding this procurement were accepted in writing until October 27, 2014. Due to the service’s regulated and location-specific characteristics, the agency determined that no other vendors can supply the heating gas utility, justifying the sole source approach. This notice is not a request for quotations but an information-gathering measure to assess whether a competitive procurement might be feasible. Communication and submissions related to this matter were directed to Addison Layfield of the Corps of Engineers via email. The contract scope is focused exclusively on providing heating gas utility service to the Marietta EMU office, ensuring uninterrupted and compliant energy supply in support of the Department of Defense requirements.

SUNY Schenectady Natural Gas Supply Services
Solicitation # 2140092
SUNY Schenectady is soliciting quotes through RFQ 2026-07 for the provision of fixed-price natural gas supply services. The college is seeking qualified suppliers and brokers to provide all-inclusive pricing on a per-therm basis for either a three-year or five-year contract term, with a projected start date of February 1, 2027. All accounts are located within NYISO Zone F in the National Grid/NIMO territory. The college prefers a dual billing arrangement where National Grid handles delivery billing and the selected supplier invoices separately for supply charges on Net 30 terms. No separate broker fees are permitted, as all compensation must be embedded in the per-therm rate. This procurement is conducted as a competitive sealed bid for a commodity purchase, and the contract will be awarded to the lowest responsive and responsible bidder. Bidders are not required to submit a technical proposal but must provide a cost bid in a separate sealed envelope along with several mandatory certifications, including conflict of interest disclosures, non-collusive bidding certifications, and evidence of authorization to supply natural gas in New York State. The deadline for bid submissions is November 19, 2026, at 2:00 PM. Successful bidders must maintain industry-standard insurance and ensure all assigned staff execute non-disclosure agreements.
