The Department of Homeland Security’s Immigration and Customs Enforcement (ICE), specifically the Enforcement and Removal Operations’ Repatriation Management Division and ICE Air Operations, intends to award a sole source, firm-fixed price contract to Northrop Grumman for technical support related to the Secure Messaging and Routing Terminal (SMART) system. This action is driven by the planned transfer of SMART operations from Washington D.C. to Mesa, Arizona by March 2014. The contract encompasses the delivery, installation, and operator training on SMART for at least four individuals in Mesa. Training will include a comprehensive five-day syllabus totaling 40 hours. Northrop Grumman is the exclusive provider capable of supporting SMART, a proprietary messaging system used by ICE Air Operations to securely exchange unclassified country clearance messages with the U.S. Department of State, facilitating the removal of illegal aliens. Due to the proprietary nature of the software and hardware, the contract will be awarded without full and open competition. The performance location is Mesa, Arizona, under NAICS code 423430, and key contacts for the contract include Pamela A. Rodgers and Jeremy Jenkins.

The Department of Homeland Security, Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), Repatriation Management Division (RMD), ICE Air Operations (IAO) proposes to enter into a contract on a basis of other than full and open competition. IAO plans to transfer its Washington D.C. SMART operations to Mesa, AZ by March 2014. In anticipation, ICE intends to award a firm-fixed price, sole source purchase order to Northrop Grumman (NG) for technical support to deliver, install and train ICE users on the Secure Messaging and Routing Terminal (SMART). Technical support shall include installation and operator training to at least four students in AZ. The SMART training syllabus encompasses five days (40 hours). SMART is a proprietary messaging system developed and licensed exclusively by Northrop Grumman. For this reason, NG is the only vendor that can provide support to the existing software/hardware. SMART allows IAO to transmit and receive unclassified country clearance messages to/from the U.S. Department of State to facilitate removal of illegal aliens.
