Installation of Trash Full Capture Excluder Devices

The Ventura County Watershed Protection District, through the Ventura County Public Works Agency, is implementing a project to retrofit 38 existing roadway storm drain catch basins with full capture trash excluder devices. This initiative is designed to ensure compliance with the Statewide Trash Provisions and the Los Angeles Regional Municipal Separate Storm Sewer System Permit. The project covers multiple areas within California, including El Rio, Saticoy, Oak View, Mira Monte, Meiners Oaks, Piru, Casa Conejo, Las Posas Estates, Spanish Hills, West Simi Valley, and Oak Park. The devices will be installed within concrete catch basins located in paved roadways or roadway shoulders within the County right-of-way. As part of the scope, two catch basins with deteriorated infrastructure in Oak View and Las Posas Estates will have their existing riser structures replaced with precast drop inlets to facilitate the installation of the excluder devices. This process will involve minor excavation, with materials either being replaced or hauled off-site for disposal. The project is categorized as a forecast under NAICS code 237990 and has been deemed categorically exempt from environmental review under Class 1, Section 15301, as it involves minor alterations with no significant environmental impact.
