Installation of Washer and Dryer in Greenhouse

The USDA’s AMS Science & Technology Program is soliciting a small business contractor to install a stacked washer and dryer system, along with a new utility sink and supporting infrastructure, at its greenhouse facility in Gastonia, North Carolina. The work involves demolishing an existing double-bowl sink and cinder block wall to access the drain line, installing a new single-bowl utility sink with full hot/cold plumbing, and constructing new utility systems including a 230VAC electrical circuit for the dryer, a 2" drain box and PEX supply lines for the washer, a 120VAC 6-gallon water heater, and a dryer vent system with a core-drilled hole and weatherproof cover. The contractor must supply and install a stacking kit to secure the government-furnished Samsung front-load washer and dryer in a stacked configuration. All work must comply with the National Electrical Code, local, state, and federal regulations, and prevailing wage rates for Gaston County as outlined in the attached wage schedule. Compliance with labor standards including the Copeland Act, apprenticeship requirements, and subcontractor wage reporting is mandatory, and the contractor must adhere to strict documentation and payroll recordkeeping obligations. The contract is structured as a Total Small Business Set-Aside under NAICS code 238220 with a size standard of $19 million, and proposals must be submitted electronically by June 10, 2026, at 1 p.m. ET to the designated point of contact. Evaluation will follow a Lowest Price, Technically Acceptable approach, where only the lowest-priced qualified offeror will be considered for award after demonstrating technical acceptability and a satisfactory past performance, safety, and environmental record. The contractor must begin work within five days of receiving the Notice to Proceed and complete all tasks—including final site cleanup—within 45 days.
