Integrated Commercial Intrusion Detection System-VI (ICIDS-VI) - Sole Source Synopsis

The U.S. Army Contracting Command Aberdeen Proving Ground, Belvoir Division, has modified the sole-source, single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract W909MY-23-D-0004 with Evergreen Fire and Security to increase the contract ceiling by $99.85 million, bringing the total potential value to approximately $152.98 million. This modification, justified under FAR 6.302-1, is necessary to fund the continued fielding of the Integrated Commercial Intrusion Detection System-VI (ICIDS-VI) to additional Army installations across both Contiguous and Outside Contiguous United States, as mandated by Headquarters, Department of the Army’s revised Fielding Plan. The contractor is the only source capable of delivering this highly specialized, commercial-off-the-shelf intrusion detection system without causing unacceptable delays or duplication of costs, due to its proprietary configuration, unique knowledge of the ICIDS-VI platform, and prior successful completion of Performance Verification Testing phases. The system integrates commercial sensors, CCTV, and access control with strict compliance to FIPS 201 and the Risk Management Framework, ensuring cybersecurity and operational readiness at critical Army sites. The original contract period runs from September 8, 2023, to September 8, 2028, with fielding activities scheduled through FY28, including 22 new installations, six site surveys, and a centralized monitoring pilot. Evergreen Fire and Security, a certified small business, is awarded under a Total Small Business Set-Aside, and no competition is feasible given the technical specificity, time-sensitive mission requirements, and the risk of prolonged system downtime if transitioning to a new vendor. The modification is supported by a fully documented and approved Justification and Approval, with funding sourced from FY26–28 Other Procurement, Army funds. Inspection and acceptance occur at deployed garrison locations worldwide, and the government has determined that further competition would jeopardize national security readiness, making this action a necessary bridge until a future next-generation system opens for full and open competition.
