The Office of Naval Intelligence is seeking a commercially available, cloud-based Integrated Library System and Online Catalog Software-as-a-Service solution to replace its current SirsiDynix platform, with a requirement for full federal cybersecurity compliance including NIST SP 800-53 controls and preference for FedRAMP Moderate or DoD Impact Level 4/5 hosting environments. The contractor must also deliver a complete legacy data migration of all bibliographic, patron, and transaction records from the existing system within 30 days of order receipt, with the base performance period beginning September 29, 2026, and four optional one-year extensions through September 2031. Proposals must demonstrate technical capability to meet all functional and security requirements, with pricing submitted separately for the base year, each option year, and the one-time data migration service. Award will be made on a best value basis under a trade-off process, with technical capability weighted significantly higher than price; proposals demonstrating superior technical execution, particularly in data migration readiness and security compliance, may be selected even if higher priced. The solicitation is unrestricted and open to full and open competition under FAR Parts 12 and 15, with no small business set-aside. All submissions must be sent electronically to the Contracting Officer by August 13, 2026, at 2:00 PM EST, and must include a detailed technical volume verifying solution capabilities and a clear, itemized price volume covering all deliverables. 5. PLACE OF PERFORMANCE

  • Place of Performance: Performance will be conducted remotely at the Contractor's facility. Systems integration and technical coordination will be managed through the Office of Naval Intelligence, Washington, DC.

6. EVALUATION FACTORS FOR AWARD

Award will be made to the responsible offeror whose conforming proposal represents the Best Value to the Government under the Best Value Continuum (Trade-Off) process, price and other non-price factors considered.

The Government will evaluate proposals based on the following evaluation factors:

  1. Factor 1 — Technical Capability: The Government will evaluate the offeror's proposal to determine its capability to satisfy all specific deliverables and technical specifications outlined in Section 3, specifically focusing on the ability to ingest legacy SirsiDynix data structures, integrate SAML 2.0 SSO, and execute the data migration within the required 30-day timeline.

  2. Factor 2 — Price: Proposed pricing will be evaluated for completeness, accuracy, and overall price reasonableness.

Relative Importance of Factors: Technical Capability is significantly more important than price. As proposals become more equal in technical capability, the evaluated price will become more important in the overall award decision. The Government reserves the right to make a trade-off that is in the best interest of the Government, allowing for an award to other than the lowest-priced offeror if the superior technical capability of a higher-priced proposal warrants the additional cost.

7. SUBMISSION INSTRUCTIONS

All interested and capable vendors must submit their proposals electronically via email to the Contracting Officer.

Proposal Packages must include:

  1. Technical Volume: Detailed verification of the proposed SaaS solution's capabilities, security compliance levels, and a concrete technical execution plan showing how the vendor will meet the specified deliverables, including the 30-day legacy data migration.

  2. Price Volume: Completed pricing breakdown for Deliverable 1 (fully detailed and priced separately for the Base Year and each of the four (4) Option Years) and Deliverable 2 (one-time data migration fee).

  • Proposal Submission Deadline: Thursday, August 13, 2026 at 02:00 PM EST.
