1. Introduction: The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey has a requirement for providing Integrated Solid Waste Management (ISWM) in accordance with Performance Work Statement (PWS) (Attachment 10) dated 02 April 2026.


2. Contracting Strategy: The Government contemplates a single award of a Firm Fixed Price (FFP) Requirement IDIQ. The acquisition is based upon competition to represent the Best Value to the Government. For proposal instructions and submittal information, see Attachment 5 - 52.212-2 Instructions to Offerors - Section L, 21 April 2026. For the basis of award, see Attachment 6 - 52.212-2 Evaluation Factors Addendum - Section M 7 May 2026.


3. Period of Performance (POP): The anticipated PoP is as follows:


Base Period, Twelve (12) Month PoP from 01 Oct 2026 through 30 Sept 2027.


Option Year 1, Twelve (12) Month PoP from 01 Oct 2027 through 30 Sept 2028.


Option Year 2, Twelve (12) Month PoP from 01 Oct 2028 through 30 Sept 2029.


Option Year 3, Twelve (12) Month PoP from 01 Oct 2029 through 30 Sept 2030.


Option Year 4, Twelve (12) Month PoP from 01 Oct 2030 through 30 Sept 2031.


4. Contract Type: This will be a FFP Requirements IDIQ:
