U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) Organic Industrial Base (OIB) Modernization Commercial Solutions Opening (CSO)
Solicitation # W911PT26SC001
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) has issued solicitation W911PT26SC001, a Commercial Solutions Opening (CSO) authorized under the National Defense Authorization Act for Fiscal Year 2026 and DFARS Subpart 212.70. This competitive solicitation is open until September 30, 2027, and is designed to acquire innovative commercial products, technologies, and services to modernize the Army's Organic Industrial Base. The scope focuses on integrating manufacturing resources, linking legacy analogue systems with digital systems, and expanding modeling and simulation to enhance the delivery of materiel solutions. The CSO targets both traditional and non-traditional business entities, including small businesses and foreign-owned firms, provided they maintain an active System for Award Management (SAM) profile and a Unique Entity ID. The acquisition process follows a multi-phased approach consisting of a written solution brief, an optional presentation or pitch, and a final Request for Commercial Solution Proposal (CSP). Evaluation is based on responsiveness, technical merit, uniqueness, and price reasonableness. Successful responses may result in fixed-price contracts awarded under FAR Part 12 Commercial Item Procedures. Current Areas of Interest (AoIs) include advanced cannon technology, electrical infrastructure improvements at Building 120, chromium facility conversion, automated manufacturing for minor components, automated cooling tower treatments, advanced CNC vertical turning lathes, and advanced tooling for radial forging. Performance is primarily located at Watervliet Arsenal and Benet Laboratories, with a general period of performance not to exceed 12 months unless otherwise specified.

This is a notice to announce an upcoming Request for White Paper (RFWP) through the Sensors, Communications, and Electronics Consortium (SCEC) for the Development, Research, and Engineering of Integrated Visual Augmentation System (IVAS) Tactical Integration Center (TIC) Initial Operating Capability (IOC) Prototype effort. The overall goal of the IVASTIC IOC is to develop a Command, Control, Computers and Communications (C4) System that can analyze both technical integration and user experience of the IVAS by using three (3) interconnected subsystems. Each IVAS TIC IOC prototype subsystem will consist of an array of computing, electronics, software, network, and sensing components to assess and visualize both Squad operations and IVAS technical performance along the domains of technical integration and Soldier acceptance. It is an information visualization system consisting of a reconfigurable display wall, an array of computers and workstations, information from networked databases, and sensed performance data from multiple remote locations. The second subsystem prototype is a Controlled Mission Area (IVAS TIC IOC-CMA); it is a multifaceted IVAS and dismounted Team experience sensing system designed to elucidate IVAS integration, IVAS technical performance, and IVAS Soldier acceptance across the spectrum of Team mission operational phases (plan, rehearse, operations, and after action reviews (AAR)) and with several Team battle drills such as room clearing and subterranean navigation. Furthermore, the sensed data from the IVASTIC IOC-CMA is exported to the PSA subsystem. The third C2 subsystem, the Dynamic Mission Site ((VAS TIC IOC-DMS), is an instrumented building designed to monitor and sense IVAS performance, Squad performance, and Soldier acceptance of IVAS across an extended spectrum of dismounted Squad-based battle drills. Only members of the Sensors Communications and Electronics Consortium (SCEC) in good standing are eligible to participate in this opportunity. If interested in becoming an SCEC consortium member, please visit the following link to the SCEC Website for membership information. WWW.SCECONSORTIUM.NET This request is issued according to the authority provided under 10 U.S.C. 2371b, Other Transaction Authority for Prototypes.
