Full Description

Solicitation Number: H92222-15-R-0018 Synopsis: This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c) (1) as prescribed by FAR 13.501. The United States Special Operations Command (USSOCOM) intends to issue a sole source, firm-fixed-price contract to PCMG Inc. INTELTRAK software, Open Source Intelligence Tool including 10 Licenses to INTELTRAK plus 12 months support, to assist the USSOCOM Strategy Division (J56) team. Specifically, the contractor shall provide products that are instantaneously available to the government and be capable of being customized in numerous configurations. The deliverable products must include tools that tracks, maps and provides analytics that satisfies requirements for speed of processing, tailoring of analytical products, and graphical and tabular representations, for highly sensitive operational design and campaign level planning activities currently underway within the J5. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested items or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 30 December 2014 at 16:00, local time, Tampa, FL. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. USSOCOM will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
