The Government is preparing to announce Requests for Project Proposals (RPP) to support nanotechnology-related research, though this notice itself is not a solicitation for project proposals or awards. Previously, a Sources Sought Notice in November 2008 identified two primary nanotechnology consortia demonstrating viable expertise: the Nano Valley Consortium (NVC) and The Applied Nanotechnology Consortium (TANC). Project proposals will be solicited from each consortium focusing on specific research areas. NVC’s areas include printed electronics and nano-related inks, nano-enabled or nanostructured materials, pilot-scale manufacturing and processing sciences for nano-enhanced products, and technology transition preparation. The request for proposals to NVC will be managed through the National Nanotechnology Manufacturing Center acting as the consortium’s administrative agent. TANC will be seeking proposals in nanoparticle production methods, laser processing of nano-composite materials, nanotechnology education, nano energetics including safe and arming solutions, and advanced structural materials and systems. The Connecticut Center for Advanced Technology, Inc., serves as the administrative agent for TANC and will distribute requests among its members. The announcement provides contact information for both consortia for additional details or membership inquiries. The overarching contracting authority is the Department of Defense office located at Picatinny Arsenal, NJ, and this announcement sets the stage for future solicitations aimed at advancing nanotechnology innovations through collaborative industry research efforts.

This is not a Request for Project Proposals (RPP), but for planning purposes only. A project agreement award will not be awarded from this announcement. The Government intends to announce a Request for Project Proposals for execution of project award(s) in support of Nanotechnology related technology areas. In November 2008, the Government posted a Sources Sought Notice to FedBizOps seeking Nanotechnology related consortia. As a result, two viable consortia emerged with differing areas of expertise, the Nano Valley Consortium (NVC) and The Applied Nanotechnology Consortium (TANC). The research areas for which project proposals will be sought from NVC are as follows:a. Printed Electronics and Nano Related Inksb. Nano Enabled or Nanostructured Materialsc. Pilot Scale (beyond the lab) Manufacturing and Processing Sciences for Related Nano Enhanced Productsd. Technology Transition Preparation The Nano Valley Consortium RPP (W15QKN-09-9-0001-RPP2) will be issued to the NVCs Administrative Agent, the National Nanotechnology Manufacturing Center, who will then issue the request to the members of the consortium. For information on the Nano Valley Consortium visit http://NationalNano.info and/or by contacting Tracy Becker, Operations Manager, contact@example.gov, +1 (555) 000-0000. The research areas for which project proposals will be sought from TANC are as follows:a. Nanoparticle Production Methods/Processing of Nano Compositesb. Laser Processing of Nano-Composite Materialsc. Nanotech Educationd. Nano Energetics and Safe & Arming Solutionse. Advanced Structural Materials and Systems The Applied Nanotechnology Consortium RPP (W15QKN-10-9-0002-RPP1) will be issued to TANCs Administrative Agent, the Connecticut Center for Advanced Technology, Inc., who will then issue the request to the members of the consortium. For information on The Applied Nanotechnology Consortium and/or how to become a member, contact Bob Torrani, Director, contact@example.gov, +1 (555) 000-0000.

STATE OF THE ART (SOTA) MICROELECTRONICS (ME) ADOPTION BROAD AGENCY ANNOUNCEMENT (BAA) FULL TEXT GENERAL ANNOUNCEMENT
Solicitation # 26S1358
The U.S. Department of the Air Force, through SAF/AQC, is issuing a Broad Agency Announcement (BAA) numbered 26-S-1358 to advance the adoption of state-of-the-art microelectronics across national security missions. This BAA does not solicit proposals directly but serves as an umbrella framework for future Topic Calls published on SAM.gov and the Classified IC-ARC, which will define specific technical requirements, submission deadlines, and evaluation criteria. The initiative focuses on accelerating the development and integration of trusted, assured microelectronics technologies, particularly those leveraging Intel 18A process nodes and advanced packaging via Secure Enclave, to ensure enduring technological superiority. Five key mission areas are highlighted: advanced secure microelectronics design and production; next-generation assembly, packaging, and test; novel microelectronics for disruptive capabilities; advanced test, validation, and mission qualification; and building an accessible, affordable, and sustainable domestic microelectronics ecosystem. Topics range from AI/ML architectures and radiation-hardened designs to chiplet-based systems, secure test methodologies, edge computing, RF electronics, PNT resilience, digital twins, and open-standard chiplet libraries. Proposals or White Papers may only be submitted in response to individual Topic Calls, which may be either closed (with fixed deadlines) or open (accepting submissions continuously during a defined window), and may follow one-step or two-step processes. Awards, if made, will take the form of procurement contracts or Other Transaction Agreements (OTAs) for prototyping, follow-on production, or experimental purposes, with eligibility open to small businesses, traditional and non-traditional defense contractors, and research institutions. OTA awards require resource-sharing commitments and participation by nontraditional contractors, small businesses, or third-party funding. Proposals must not include classified information unless explicitly directed by a classified Topic Call, which may require SECRET or higher clearances and approved secure facilities. Data rights are anticipated to include Government Purpose Rights for technical data and software, with specific terms negotiated per call. All submissions must reference the BAA number 26-S-1358 and be aligned with the specified Areas of Interest in each Topic Call. Interested parties must actively monitor SAM.gov and IC-ARC for updates, as Topic Calls may be issued throughout the BAA’s open period—initially one year, extendable annually—and any associated costs for proposal development are considered indirect, not chargeable to resulting contracts.

ERIS Shopping Notice: High Duty Cycle High Energy Lasers (HEL) for SWaP-Constrained Systems
Solicitation # DARPA-SN-26-82
The Defense Advanced Research Projects Agency Strategic Technologies Office is issuing Shopping Notice DARPA-SN-26-82 to identify innovative, awardable solutions for moderate power high-energy lasers ranging from 100W to 20kW. These systems must be designed for size, weight, and power constrained platforms, such as Collaborative Combat Aircraft, unmanned aerial vehicles, and armored personnel carriers. The primary technical objective is to maximize duty cycle to enable successive firing over long durations, which requires novel engineering designs and system architectures that overcome significant cooling and heat exhaust challenges while maintaining beam coherence and wavelength flexibility. Active from June 4, 2026, to November 30, 2026, this search utilizes the Expedited Research Innovation System marketplace for rolling reviews, meaning awards may be made prior to the closing date. Interested parties must submit a video solution through the DARPAConnect ERIS Portal and provide a follow-up notification email to the Marketplace Coordinator. Evaluations will focus on the proposer's understanding of the current state of the art, the technical leap offered by the innovation, the combined expertise of the team, and the potential impact on both defense and commercial applications.
