The announcement serves as an advanced notice to the Robotics Technology Consortium and the broader industry regarding the Government's upcoming solicitation for project proposals related to Ground Robotics research. This notification is specifically for planning purposes and does not constitute a direct Request for Project Proposals or a contract award. The Government plans to issue a formal Request for Project Proposals through the Consortium’s Administrative Agent, the National Center for Manufacturing Sciences, targeting two primary research areas: Negative Obstacle Detection and Automated Mobile Communications Relay. This initiative follows the Government's intent announced in December 2007 to engage a single consortium under an Other Transaction Agreement to support Ground Robotics R&D projects. The solicitation, designated W15QKN-12-Z-C006, is managed by the Department of Defense at the Picatinny Arsenal in New Jersey. Multiple project awards are anticipated to be made to members of the Robotics Technology Consortium based on the proposals submitted in response to the upcoming Request for Project Proposals. Interested parties are encouraged to engage with the Consortium to participate in this opportunity. The announcement underscores the Government’s commitment to advancing Ground Robotics capabilities by leveraging collaborative efforts within an established industry consortium.

This is not a Request for Project Proposals, but for planning purposes only. Aproject award will not be awarded from this announcement. The Government intends to announce a Request for Project Proposals for execution of a project award in support of Ground Robotics related research areas. The purpose of this announcement is to provide members of the Robotics Technology Consortium, and industry in general, advanced notification of Government intent. In December 2007, the Government announced its intent to enter into an Other Transaction Agreement with one (1) consortium in support of Ground Robotics related Research and Development projects. As a result of the Ground Robotics Industry Day in January 2008, one (1) consortium formed, the Robotics Technology Consortium. It is the intent of the Government to make multiple project awards to the members of the Robotics Technology Consortium as a result of member project proposals submitted via the Request for Project Proposals. The anticipated two (2) research areas for which project proposals will be sought are the following: (1) Negative Obstacle Detection; and (2) Automated Mobile Communications Relay. The Request for Project Proposals (W15QKN-08-9-0001-RPP16) will be issued to the Robotics Technology Consortiums Administrative Agent, the National Center for Manufacturing Sciences, who will then issue the request to the members of the Consortium.
